What You Will Do :

We are currently searching for a Management Analyst to provide support services to satisfy the overall operational objectives of the National Institute of Allergy and Infectious Diseases (NIAID). The primary objective is to provide services and deliverables through performance of support services. This is a full-time, on-site opportunity in Rockville, MD.

  • Provide administrative and programmatic support by coordinating and participating in program meetings, providing logistical support, and preparing supporting material; facilitate, lead discussions, and provide recommendations pertaining to administrative actions and program budgets; ensure coordination for multiple assignments/ tasks occurring simultaneously.

  • Provide technical expertise, advising and support in administrative areas regarding program planning and support, administrative services, quality assurance, financial forecasting, budget formulation, procurement, contract administration, property and space management, and travel.

  • Prepare and review travel authorizations and vouchers for accuracy, funds availability, and compliance with federal travel regulations (FTR); utilize reporting tools to track upcoming travel and ensure outstanding vouchers are processed; develop and maintain standardized travel checklists.

  • Monitor, analyze, and perform quality control of HR data; assist the staff reconcile Electronic Data Analysis and Reconciliation Tool (eDART) discrepancies; track the completion of numerous HR actions related to work force management, disseminate information, and communicate bi-weekly QA/QC results to the PPAB staff; ensure discrepancies are resolved within a specified timeframe.

  • Generate procurement orders and perform receiving activities; enter funding requisitions and modifications into the NIH Business Systems (NBS) for DCR contracts; work purchasing agent to complete complex orders, verify section 889 compliance.

  • Assist staff with processing and reconciling time and attendance in Integrated Time and Attendance System (ITAS).

  • Provide project management support to the DCR develop and maintain project schedules and deliverables, track milestones, manage timelines, prepare, and deliver status reports, monitor progress to ensure adherence to deadlines.

  • Prepare action item lists, meeting minutes and emails; reconcile conflicting data information including past due invoices for purchase orders; work with appropriate program staff to correct errors and inconsistencies; recommend the renewal of maintenance agreements for existing equipment and services.

  • Collect and enter data into contract IT systems; assist with preparation and presentation of the Management Analysis and Discussion (MDA) reports on a monthly and quarterly basis; track budget spending and monitor expenditures; use the NIAID Agreements Tracking System (NATS) to process Inter- and Intra-agency agreements (IAAs).

  • Prepare and enter personnel actions and recruiting actions into appropriate systems; run a variety of HR reports.

  • Perform in-depth analysis and statistical comparison of organizational data and information.

What You Will Need :

  • Bachelor’s Degree

  • At least 3 years of office support experience.

  • Have experience in office financial functions such as expense reconciliation, procurement/ acquisitions, or budget tracking.

  • Have experience with office administrative functions such as generating meeting minutes/ summary reports, project management, fellowship program management, meeting coordination, travel planning, data analysis or human resources activities.

  • MS Office, including SharePoint

What Would Be Nice To Have :

  • Preferred areas of study are general business & administration, human resources & personnel management, or related disciplines.

  • Useful to have experience with NIH, or similar, systems such as Concur, BEACON Finance, BEACON HR, Acquisition Management Budget Information System (AMBIS), NIH Business Systems (NBS), Enterprise Human Capital Management (EHCM), Awards and Recognition Processing Software (ARPS), NIAID Agreements Tracking System (NATS), or Integrated Time & Attendance System (ITAS).
